The Federal Transit Administration (FTA) requires all projects funded through the Section 5310 Program for the Enhanced Mobility of Seniors and Individuals with Disabilities) to be included in a locally-developed Coordinated Public Transit-Human Services Transportation Plan. These plans must be updated every five years to consider the transportation needs of individuals with disabilities, older adults, and people with low incomes; provide strategies for meeting those needs; and prioritize services for funding and implementation.
The goal is to ensure that community transportation services are seamless, comprehensive, and accessible to those who rely on them. The Coordinated Plan must be developed through a process that includes participation from private, non-profit, and public transportation providers; social service agencies; and the general public.
